The European Commission strategy is to develop and implement open access to research results from projects funded by the EU Research Framework Programmes, including Horizon Europe.
In alignment with Plan S, Horizon Europe requires all peer-reviewed research and underlying data sets, funded in whole or in part by them, to be:
- made freely available at the time of publication, with unrestricted access and reuse
- openly licenced under a CC BY licence
How do I comply?
Under Horizon Europe, you must ensure open access to all peer-reviewed scientific publications relating to its results. The detailed legal requirements on open access to publications are contained in article 17 of the Model Grant Agreement (PDF - 2261 KB).
You must make your work open access via publishing open access in a journal or publishing platform or self-archiving a version of the work (green open access). You must make the bibliographic metadata immediately available as open access in PURE, including:
- publication (author(s), title, date of publication, publication venue)
- Horizon Europe or Euratom funding
- grant project name, acronym and number
- licensing terms
- persistent identifiers for the publication, the authors involved in the action and, if possible, for their organisations and the grant
Publishing open access in a journal or publishing platform (gold open access)
Check the publishing open access information page to find out if you are eligible to publish OA in a journal or publishing platform (gold OA), and to make an application for funding.
If the chosen journal is not part of an institutional publisher agreement, only publication fees in full open access venues for peer-reviewed scientific publications are eligible for reimbursement by the funder.
Self-archiving (green open access)
Publish in a subscription journal and take responsibility for self-archiving the Author Accepted Manuscript (AAM), including making this version freely available from Europe PMC or another openly accessible repository, at the time of publication under a CC BY licence.
Open research data
Horizon Europe requires open access to and re-use of research data generated by projects.
